What is 1624?
The 1624 Workgroup is a legislatively mandated advisory group in Washington State designed to strengthen the voices of foster parents and kinship caregivers in shaping the child welfare system. Established under RCW 74.13.031(2), the 1624 Workgroup creates a formal avenue for caregivers to provide input directly to leadership at the Department of Children, Youth, and Families (DCYF) and to influence policy, practices, and systemic improvements.
Why Is It Called “1624”?
The name “1624” comes from the House Bill that created the workgroup—HB 1624—which passed in 2007 in recognition of the essential role caregivers play in the success and well-being of children in care. The bill ensures foster parents have a platform to be heard and to collaborate with the state on improving support and outcomes.
Who Participates in 1624?
The workgroup includes licensed foster parents, kinship caregivers, DCYF leadership, and representatives from caregiver advocacy organizations like FPAWS. Members represent diverse regions across Washington State, so that local concerns and regional differences are reflected in the statewide conversation.
How Does 1624 Benefit Foster Parents?
Caregiver Voice in Policy: Caregivers can raise concerns, recommend changes, and bring real-life experience to discussions around licensing, placement, training, communication, and support.
Direct Connection with DCYF: Through 1624, foster parents have the opportunity to speak directly with DCYF decision-makers.
